Kolkata: The West Bengal Medical Counselling Committee (WBMCC) on 2 November 2026 issued a comprehensive admission notice for NEET PG Medical Counselling 2026, providing much-needed clarity to candidates allotted MD, MS, PG Diploma, and DNB seats in the state.

The notice, issued under Memo No. HFW-23099/320/2026/M/3851 and signed by Prof. (Dr.) Indrajit Saha, Director of Medical Education and Chairman, WBMCC, is not a new seat allotment result. It is a detailed guideline explaining the complete admission procedure, required documents, bond conditions, upgradation willingness, and seat surrender rules.

How to Download the Provisional Allotment Letter

After the declaration of the seat allotment result for any round, candidates must:

  • Visit the official website – wbmcc.nic.in

  • Log in through the PG Medical Candidate Login portal

  • Generate and download the individual provisional allotment letter

  • Carry its printout to the allotted institute for admission

Candidates can generate the letter only until the admission schedule for that particular round ends. Importantly, receiving an allotment letter does not confirm admission. Admission will be finalised only after document verification, fee payment, and completion of all formalities at the institute.

Documents Required at the Time of Admission

Candidates must carry all original documents along with one set of self-attested photocopies, four recent passport-size photographs, the successfully verified slip, and the allotment letter.

Essential documents include:

  • NEET PG 2026 Admit Card and Rank Card

  • Final MBBS Mark Sheets and Degree/Provisional Degree Certificate

  • Permanent Medical Registration Certificate

  • Age proof, identity proof, and Candidate Profile Letter

  • Valid SC/ST/OBC/OBC-NCL/EWS certificate, if applicable

  • Verified PwD certificate from the prescribed Medical Assessment Board, if applicable

In-service candidates must additionally produce their NOC, employment ID card, service certificate, posting order, joining report, and other prescribed service documents.

The admitting institute will retain specified original documents, including MBBS marksheets, degree certificate, registration certificate, and verified slip, and must issue a receipt for the same. Caste certificates and identity cards will be verified but not retained.

Bond Rules for Government and Private Colleges

For government medical colleges, the discontinuation bond has been fixed at:

  • ₹5,00,000 for MD/MS degree seats

  • ₹2,00,000 for PG Diploma seats

The bond must be notarised and prepared on non-judicial stamp paper of at least ₹100. Candidates admitted to private, trust, or central institutes will have to follow the bond or bank guarantee conditions prescribed by the respective institution.

Notably, the discontinuation bond is presently not applicable to DNB courses in West Bengal. Candidates should also distinguish it from the post-course service bond applicable after completion of the course.

Upgradation: Online Willingness Is Mandatory

Candidates admitted in Round 1 who wish to participate in Round 2 or Round 3 for a better seat must submit their upgradation willingness online during admission. They should also verify this status in the server-generated admission letter, as merely informing the college verbally will not be considered valid.

If a candidate secures a new seat in a subsequent round:

  • The previously allotted seat will automatically stand cancelled

  • The candidate must collect a server-generated relieving letter and original documents from the previous college

  • The earlier admission fee will be refunded as per the notice

  • Admission to the new institute must be completed within the stipulated time

If no new seat is allotted, the candidate will retain the previously admitted seat. Candidates opting for upgradation may defer bond or bank guarantee submission, but the required course fee must be paid within the timeline prescribed up to Round 3.

Verification, Admission and Seat Surrender Rules

Document verification will be conducted again at the allotted college, even if the candidate was successfully verified before choice filling. Any discrepancy or absence of a valid category or PwD certificate may lead to cancellation of the reserved seat.

All admissions must be recorded through the NIC server, and candidates must obtain the server-generated admission letter. Without it, the admission will not be treated as valid.

Regarding seat surrender, the notice states:

  • Round 1: Surrender permitted without penalty within the schedule

  • Round 2: Surrender permitted, but admission fee will be forfeited

  • Round 3 onwards: Seat surrender is not allowed

Candidates who surrender after admission will not be permitted to participate further in the counselling process. Round 1 non-reported candidates, however, may join Round 2 through fresh choice filling without fresh registration or fee payment, subject to eligibility.

Private College Reporting Centres and Round 1 Schedule

Candidates allotted private medical colleges must report to designated government college admission desks instead of directly visiting the private institute. The centres include NRS Medical College, Medical College Kolkata, Calcutta National Medical College, IPGMER, and R G Kar Medical College for their linked private institutions.

As per the existing schedule, the Round 1 allotment result will be declared on 4 November 2026 after 4 PM. Reporting and admission will take place on 5, 6, 7, and 10 November 2026, from 10 AM to 4 PM.

Final Advice for Candidates

Candidates are advised to prepare their documents in advance, confirm the fee and bond requirements of their allotted college, and not wait until the last reporting day. Most importantly, they must collect the NIC server-generated admission letter and the receipt for submitted original documents to ensure their admission is officially recorded.
